NC SBI Threat Unit in Focus After Oregon School Shooting

RALEIGH, N.C. — The killing of three children and a teacher at an Oregon school on Thursday has North Carolina officials pointing to a little-known State Bureau of Investigation team whose job is to spot would-be attackers and intervene before any shots are fired.

The SBI Behavioral Threat Assessment Unit, known as BeTA, takes in reports about people who worry those around them. Its staff partner with local police, dig into the person’s background and behavior, judge how much danger the person poses and then build a plan aimed at heading off violence.

State figures show the unit stepped in on 52 high-risk cases during the two years from 2022 to 2024. Unit staff say they are tracking newer threats as well, including nihilistic violent extremism and online groups such as the network known as 764 that can feed violent thinking.

North Carolina created the unit in 2018, following the Parkland, Florida, high school massacre that left 17 dead. In a 2022 briefing to the Governor’s Crime Commission, SBI leaders said roughly half of the unit’s cases involve schools and about 90% of the people it investigates are male. The unit had handled 184 investigations at that point.

At that briefing, then-SBI Director Bob Schurmeier described attackers as people who make a deliberate choice rather than people who suddenly snap. Unit staff outlined a common path that starts with a grievance, moves to fantasies of violence, then to research, planning and gathering weapons, and sometimes a scouting trip to the target.

The earlier someone notices those steps, the better the odds of stopping an attack. Unit staff stress that people planning violence nearly always tell someone first, and a tip from a friend, classmate or relative to police sharply cuts the chance an attack happens.

Safety specialists say the Oregon case is also a cue for districts to revisit emergency plans and practice them with full drills. Officials are urging parents to learn their school’s safety procedures, keep an eye on what their children do online and report warning signs.
