RALEIGH, N.C. — Construction is officially underway on Chapanoke, a 200-apartment affordable housing community in south Raleigh, after city, county and college leaders gathered Wednesday to break ground on land that once belonged to the public.

The complex will rise at 326 Chapanoke Road, beside the Wake Technical Community College Public Safety Education Campus. Wake Tech donated the site. Plans call for 86 two-bedroom units, 66 with one bedroom and 48 with three, with completion expected in 2028.

Rents will be aimed at households making 30 to 70 percent of the area median income. At least 30 percent of the homes are being held for Wake Tech students with low or moderate incomes who qualify, and the college says it especially wants to help students who aged out of foster care and lack a family safety net.

Gilbane Development is leading the project, which pulls together Wake County, the City of Raleigh, Wake Tech, Raleigh Community Partners and several financing partners. Low-income housing tax credit equity and a mix of public and private money are paying for it.

Jane Harrison, a Raleigh City Council member, noted the council approved rezoning for the property in 2025 and praised how fast the work moved from approval to shovels in the ground. Wake Tech President Scott Ralls said steady housing helps students finish school and join the local workforce.

The site also sits near the route of the Southern Wake Bus Rapid Transit corridor the region is planning, which is meant to link future residents to jobs and classes. The project arrives as fast growth across Wake County keeps squeezing the supply of homes that working families can afford.
