RALEIGH, N.C. — North Carolinas 41-cent-per-gallon motor fuels tax is suspended from Oct. 10 through Nov. 30 after Gov. Josh Stein signed House Bill 3, but drivers should not count on an immediate 41-cent drop at every pump.

The law aims to lower prices that climbed after a year of higher fuel costs. Lawmakers backfilled Department of Transportation road money from state savings so the holiday does not punch a hole in highway budgets. The pause is expected to cost the state more than $350 million in motor-fuels tax revenue.

Stations often hold fuel that was already taxed before the holiday began. The statute says retailers are not required to cut prices on that inventory, so savings may appear only as new untaxed shipments arrive. House Speaker Destin Hall has said other states saw pump drops closer to 30 to 35 cents a gallon when they tried similar pauses.

The bill tells retailers that consumer prices must reflect the suspended tax, but it does not spell out new penalties or a clear enforcement path if a station keeps the savings. A proposal to give the attorney general power to pursue noncompliant retailers was ruled out of order and never got a vote during debate.

Stein framed the holiday as temporary relief and pressed lawmakers to keep working on housing, food and health-care costs after election season. AAA figures cited in regional coverage put the statewide average for regular near $4.09 a gallon just before the holiday started.

For a driver buying 15 gallons a week, a full 41-cent cut would save about $6.15 per fill-up. At Halls 30- to 35-cent range, the same tank would cost roughly $4.50 to $5.25 less — if wholesale swings do not erase the difference.
